Lynn Padgett
Owner, Project Manager, Senior Scientist
Lynn Padgett is Co-Owner of MtnGeoGeek, LLC, and is a professional hybrid and enjoys combining skills from multiple disciplines in complex ways. She served two four-year terms as an elected Ouray County Commissioner from 2009-2016 and served on several state and national policy committees. Lynn holds a Bachelor’s degree with honors in Geology from Western State College, CO. She was awarded an EXECUTIVE CERTIFICATE, CONCENTRATION IN PUBLIC LEADERSHIP by Harvard Kennedy School in November, 2018. She received several undergraduate academic achievement awards including awards from Geology Department faculty, Rocky Mountain Association of Geologists, and Association of Women Geoscientists. She has extensive professional experience in geology, hydrology, GIS, GPS, and wetland science throughout Colorado. She has worked on several interdisciplinary teams performing inventory and analysis of rare plants and animals and invasive species.
Special Project: Colorado Data Sharing Network project of the Colorado Water Quality Monitoring Council (a non-profit dedicated to enhancing water quality in Colorado). Provided Project Coordination services between 2009 and 2016 and managed $200,000 in grants and contracts to leverage and track over $1 Million in cash and time contributions to grow the amount of water quality data and data providers sharing and managing water quality and environmental data. During this period the amount of data providers and data results quadrupled. Lynn converted and migrated over one million legacy water data results from USGS NWIS to STORET.WQX format so that they could be publicly shared in the same format as current water quality data in the same basin. She provided design and management services for the creation and deployment of the CDSN on-line Exceedance Mapper, RESTFUL web services, and provided design and GIS technical work to create and deploy ArcGIS online maps and applications. Lynn continues to provide technical assistance to the CDSN, which has grown to 3.9 million water quality data results and nearly 12,000 monitoring locations. Previously, Lynn worked as a consultant for geotechnical engineering and natural resource firms as a project manager and senior scientist specializing in geology, hydrology, soils, GIS, GPS, and wetland science throughout Colorado. She worked as a Hydrologist on the Rocky Mountain Arsenal Ground Water Monitoring Program for the U.S. Geological Survey, coordinating the comprehensive groundwater sampling program and aqueous chemical analyses for the site which transformed from a large Superfund clean-up site to a U.S. Fish and Wildlife National Wildlife Refuge. She worked as a Geologist for the U.S. Bureau of Land Management performing Abandoned Mine Land and Acid Mine Drainage inventory in high alpine areas of the San Juan Mountains, Colorado.

Lynn is co-author of Land Conservation and Mineral Development Handbook, (Colorado Coalition of Land Trusts 2009 & 2011); and co-author, GIS modeling of Colorado Sagebrush A Conservation Assessment & Strategy, (BIO-Logic Environmental 2005, contracted by Colorado Division of Wildlife).

Jeff Litteral
Owner, Project Manager, Enviromental Scientist
Jeff Litteral's professional experiences include Environmental Scientist for the Colorado Division of Mines and Reclamation, abandoned mine closure program; Environmental Inspector for the Kentucky Department of Environmental Protection, Division of Water; Hydrologist for the U.S. Geological Survey, Water Resources Division; and Part-time faculty, Eastern Kentucky University - Tri-County campus. He holds a M.S. in Environmental Studies and Engineering from Colorado School of Mines, and a B.S. in Geology from Eastern Kentucky University.
Jeff holds a Colorado small systems drinking water operators certificate and provides environmental compliance solutions related to drinking water, wastewater, wetland and floodplain environmental compliance. Jeff has experience drafting source water protection plans, facility performance assessments, interpreting environmental regulations, and obtaining US Army Corps of Engineer 404 permits. Jeff has been involved in dam rehabilitation projects, river bank stabilization, streamflow modeling and hydrologic channel assessments.
Jeff has extensive experience conducting surface and ground-water hydrologic data collection including: field water-quality measurements, discharge measurements, ground-water levels, sediment collection and biological assessments including macro invertebrate collection and fish electro shocking, and installation of monitoring wells. He has worked to ensure regulatory compliance with the Clean Water Act and Safe Drinking Water Act for water quality, drinking water and wastewater facilities. Jeff is skilled in assessing large data sets of water quality data for quality-control/quality-assurance and data validation skills. He is knowlegible of proper PPE and health and safety procedures. He participated in 24-hour Grand Canyon synoptic sampling project.
As Hydrologist for the USGS at a Colorado Superfund site, he was in charge of a 62-station hydrologic monitoring network for surface-water quality and runoff data. For assessment of the network he analyzed over 50 water quality parameters and authored several reports of findings. He was a team member for special studies assessing ground-water contamination and lake energy budget analyses. He defined and calibrated surface-water rainfall/runoff model utilizing GIS.
